The article discusses modern approaches and assessments of "resource regions" and "resource dependence". For the analysis of resource dependence, the data of Rosstat and customs statistics for 2005-2016 were used. The lower border (2005) is determined by the end of the period of economic recovery after the deep recession of the 90s. Moreover, 2005 is the first year when data on the share of extractive industries in the gross regional product of the region began to be calculated. 2016 is the last year for which data is available. A new criterion for choosing the optimal development path is proposed - stress resistance. which means the ability of the regions in the short term to level external and internal shocks, and in the long term - to choose the optimal development path for the region. Based on a survey of experts, the role of recycling and green technologies to support the long-term stress tolerance of regions is shown.
