The results of the forecast of geodynamically unstable zones of the Southern Pre-Urals at the example of the Orenburg region are discussed. These zones are different with their properties of structure and dynamics of processes, which strives to destabilization under the effects of regional and global forces and expresses in seismicity. The technique of the identification of geodynamically unstable zones on the complex of geological and geophysical data and the calculation of the seismic potential for the low active territories is developed in the Mining Institute of the Ural Branch of the Russian Academy of Sciences. The regional model of geodynamically unstable zones is the basis for the construction of predictive maps of maximum magnitudes of possible earthquakes. The features of the forecast of geodynamically unstable zones are determined and generalized for the east of the Russian, Pechora, Western Siberian plateaus and the territory of the United Kingdom of Great Britain and Northern Ireland. The results of these researches were applied to the Orenburg region. The analysis of geological, geophysical and seismological data is carried out, the geodynamically unstable zones are identified, their regional model using GIS technologies is created and connections with the tectonics of the region are established. New parameters of their forecast and database features are revealed. The research confirmed that the identification of geodynamically unstable zones should be carried out in the regions with more or less homogeneous of the tectonic position, development history and change of geophysical fields. The studies in each new region makes possible to improve method and to expand the list of necessary parameters for the identification of geodynamically unstable zones.
