Currently, information technologies used for emergency management are a set of
separate local processes that have a narrowly specialized focus. Often they are not
integrated into a single management system and do not have information interaction.
Integration of information technologies into a single management system will create a
single information environment that combines the resources of various systems for the
purpose of operational processing of information about emergencies and response
coordination. The paper presents integrated information technology designed to solve a
wide range of managerial tasks in emergencies.
Integrated information technology is a combination of methods and software and
hardware with developed processes of information interaction between them, ensuring
the collection, storage, processing, analysis and transmission of information to reduce
the complexity of the processes of preparation and use of information resources from
various sources, to increase their reliability and efficiency.
The main areas of work of the integrated information technology are: identification of
possible sources of emergencies and their impact on the environment; implementation
of regular observations and prediction of climatic changes (solar radiation, light
conditions, temperature, humidity, precipitation, wind, atmospheric pressure); zoning of
territories according to the presence of potentially dangerous geological,
hydrogeological and meteorological phenomena and processes, as well as the risk of
emergencies associated with them; forecasting and assessing the socio-economic
consequences of emergencies, determining the forecast of the need for forces, facilities,
material and financial resources; development of strategic and tactical action plans to
protect the environment and localize the zone of influence of harmful and dangerous
factors arising during emergencies; development of management decisions for the
implementation of strategic and tactical action plans.
