ABOUT THE FLOODS MITIGATION IN THE SKAT RIVER WATERSHED

Floods are exceptional processes, observed in daily life as part of the hydrological cycle or as unusual extreme events. As a result of significant precipitation, snowmelt or/and anthropogenic pressures and technogenic disasters river flow rapidly increase causing an overflow on rivers floodplain with possible damages on the crop, households, economy, infrastructure, social life, etc. Observed consequences depend on the local conditions. They can be negative or insignificant in case of comparatively minor floods, or severe and with catastrophic losses in case of exceptional overflows. To avoid or minimize such consequences of importance is implementation of appropriate mitigation solutions that fit optimally to the regional specifics, based also on the best practices. Crucial is the proper understanding of the on-going processes, best knowing of existing conditions and local structures, consideration of obtained in the area works.
Enriching the expertise in the area following is presented a study connected to the flood mitigation possibilities of one of floods exposed watershed in Bulgaria. Skat river watershed is a floods vulnerable territory. Recently there were observed several floods. One of them was with especially catastrophic impact on the Mizia town area, situated in the lower Skat watershed. To avoid such impacts in future and in help of decision makers in the area in this material briefly are presented some results of investigation purposing analysis of connected local specifics, considering climate and hydrological conditions, topological conditions and existing infrastructure and field works. Studies are provided for understanding of the particular floods mechanisms, with respect to obtain best measures considering existing solutions and possible mitigation approaches implementation. Emphasis is on clarification of the potential retention measures application.
