There is a growing demand for enhancement in the management of production and consumption wastes in the megacities with the goal of sustainable development of the urban environment and environmental safety of the population. In this paper, the creation of integrated systems for processing, utilization and disposal of municipal solid waste has been investigated. Such integrated systems are considered as eco-technoparks. In this study, the examples of eco-technopark organization in the in the European Union (EU) countries are reviewed, and the method of a context analysis in the creation of the eco-technoparks is considered. As it is shown in the ISO 14001 standard requirements it is important to consider both internal and external environment and understand the unique context of an organization before starting the strategic planning. PESTLE analysis is considered one of the types of contextual analysis which is the basis for consideration of key factors (political, economic, sociological, technological, legal and environmental) that affect the organizational environment. This analysis is flexible and different organizations can use it in various scenarios. In this paper, it was proved that conducting context analysis during developing eco-technoparks will help the organization identify risks and opportunities and make the right decisions when problems arise. It is shown that when creating eco-technoparks in the regions of Russia, it is advisable to take into account the special aspects of the territories, the corresponding resource requirements and the ability to ensure timely and efficient processing of municipal solid waste. It is noted that eco-technoparks can become one of the mechanisms for restoring scientific and technical potential, developing scientific and production activities in the field of waste management in the country. The eco-technoparks allow to reduce the volume of waste disposal and increase the level of use of secondary raw materials.
