By applied to spatial planning tasks, a multi-level spatial sustainability assessment system should be taken into account. The paper considers the district spatial level which includes the coastal district municipalities within their administrative borders.
All coastal district municipalities have features of their socio-economic statement and environmental status, due to various physical, geographical and socio-economic aspects, which determines the current state of stability of the spatial system. The following sustainability factors should be considered as components:
? economic;
? social;
? environmental;
? socio-political.
The possibilities of assessing the state of coastal district municipalities are considered on the example of the Krasnodar Krai, as a coastal Subject of the Russian Federation, located in the South-West of the Russia and washed by two seas: the Black sea and the Azov sea.
To assess the statement of coastal district municipalities of Krasnodar Krai were used the indicator method. It not only allows to assess the condition of municipalities, but also gives the opportunity to show a spatial hierarchy of theirs, by the comprehensive integral value as by the separate factors of sustainability also. Each of the factors consists of a set of dimensionless indicators. The comprehensive integral values for assessing the statement of the coastal district municipalities of Krasnodar Krai are calculated as average of 16 indicators.
This system was tested for 11 coastal district municipalities of the Krasnodar Krai. Statistical information for 2013 and 2018 was used as the initial data, which allowed to assess the trends in the variability of the situation in the coastal municipalities.
