SOCIAL ISSUES AND ECONOMIC PERSPECTIVES FOR BULGARIAN MUNICIPALITIES ALONG THE BORDER WITH REPUBLIC OF SERBIA

The current study encompasses a total of thirteen municipalities along the border of the Republic of Serbia. They are as follows: Bregovo, Boynitsa, Kula, Makresh, Belogradchik, Chuprene, Chiprovtsi, Georgi Damianovo, Godech, Dragoman, Trun, Treklyano and Kyustendil. The borderline territories with the Republic of Serbia are in the North Western and Mid Western parts of Bulgaria. The actuality of the issues concerning the listed municipalities relates to the fact that the greater part of them belong to the most underdeveloped areas with the lowest standard of living in the EU - that of the North Western part of Bulgaria. According to data of the National Statistical Institute of the Republic of Bulgaria, the relative share of the poor in all administrative units of the North Western region exceeds the average numbers for the country. This is mainly due to the high unemployment rate, especially among the problematic groups ? that of young people up to the age of 28, people with lower levels of education, those near retirement age or representatives of the Roma ethnic group. The difficulties that the local economy is faced with because of the lack of human resources can also be considered as part of the social issues that are of great importance to the municipalities in question. Borderline territories are some of the least populated parts of Bulgaria that are extremely deficient in active population. With current limitations ensued by the strong manifestation of the demographic crisis, opportunities for economic development in the studied municipalities should lie with activities that do not require a considerable number of the workforce. The existing natural resources and the favourable ecological conditions presuppose a choice of priorities, related to certain sectors and activities such as agriculture, forestry, ecotourism, recreation, etc. In order for them to be realized, certain programs and measures need to be put into practice first, so as to develop the existing human resources and to stabilize the economy both at regional and local level.
