Prevention of major chemical accidents, covered in the European Union by SEVESO III Directive (2012/18/EU) belongs among important environmental laws and it demands, together with general safety management and emergency preparedness, also security aspects, i.e., protection against intentionally caused major accidents as terrorist attacks and/or sabotage. This demand has an increasing importance in the time of hybrid attacks and growing terrorist activities, where chemical energy present in technologies and industrial materials may be misused, as happened e.g. with fuel in hijacked airplanes. Combustibles, explosives and toxic materials used in intentionally caused major accidents may be serious threat for environmental services as water resources or soil and for citizen’s safety directly. Presented contribution deals with the protection of chemical facilities against terrorist attacks, supplements the guidelines of vulnerable facilities selection in the Czech Republic and provides guiding principles for security measures to prevent and to mitigate such attacks, using general rules and internationally accepted standards – risk management.
