The article focuses on the development of an industrial policy towards modernization ofthe resource-intensive sectors of Russian economy based on the principles of BestAvailable Techniques (BATs) and secondary resource recycling (recovery). BATs areregarded as benchmarks for the regulators as they draw up mandatory requirements forthe industry. This way industries would be motivated to introduce innovations andimplement modernization programs, while the regulators should set targets for such atransformation. The methodological framework of the study includes the theories ofeconomic growth, system efficiency, techno-economic paradigms and the concept ofsustainable development.The content of the environmental industrial policy (EIP) of Russia has been developedwhere the EIP fulfils the role of a “horizontal” industrial policy instrument designed toenhance the resource efficiency and to reduce the negative environmental impacts at themicro- and macroeconomic levels. At the macroeconomic level, BATs form a basis forforming industrial symbioses, in which secondary resources (often addressed as wasteor waste heat) of one installation are used as raw materials (or energy resources) of theother ones. Industrial symbioses play the role of nuclei of the circular economy which isbeing formed in Russia. To promote circular economy approaches, a research projectentitles “Green Cases” is being implemented by Russian researchers and their Europeancolleagues. Two cases are presented in this paper.Environmental Industrial Policy meets the Sustainable Development Goals (SDGs) bypromoting economic development, industrialization and innovations, and transition toresponsible production and consumption patterns. In order to assess the EIPeffectiveness, the authors proposed to consider the resource efficiency as a value to bemeasured in physical rather than financial units. The results of a case studydemonstrating the practical application of the EIP instruments for achieving theSustainable Development Goals are presented
